An LNG facility isn’t quite finished when construction is wrapped up – there are still a few more steps needed to properly hand over the completed facility, and completed documentation is one of them. But what’s actually needed in these documents, and why is it beneficial to go with an experienced technical writing team for this job?
What Documents Are Needed for a Successful LNG Handover?
To ensure safety, sustainability, and efficiency in a liquefied natural gas process plant, it’s essential that the proper documents are handed over to the owner as construction is wrapped up. However, when it comes to Project Documentation Requirements (PDR), the quantity and specific types of documents required may cause overwhelm and confusion.
Manuals, drawings and images, databases, indexes, procedures, and other documentation must include the following:
Systems Turnover Package
Operations and Maintenance Manuals
Fabrication, Installation, and Verifying Documentation
Engineering Databases and Indexes
Vendor Information
Designs
Performance Test Data
Emergency Response Documents
Final As-Built Documentation
Systems Turnover Package
The Systems Turnover Package must cover systems that need to be installed, hooked up, and/or commissioned. The documents need to explain and support a range of different topics from general safety to vendor information. A few examples of what should be included are:
- Performance standards
- System limits
- Certification of mechanical completion
- Environmental considerations
- Boundary drawings
- Vendor support requirements
- Commissioning checklist status
Operations and Maintenance Manuals
Operations and Maintenance Manuals (O&M) are designed to assist with the commissioning and start up of the plant and facilities. The documents may contain information on:
- Plant duty
- Chemical requirements
- Maintenance procedures
- Operating conditions
- Instrument descriptions
- Data sheets for equipment
- Protective and safety equipment
- Descriptions of designs
- Standard operating procedures
Fabrication, Installation, and Verifying Documentation
Fabrication, installation, and verifying documentation refers to information that ensures everything was completed according to set standards. Construction, installation, and testing should always be in compliance with regulations. This paperwork generally includes:
- A list of all certificates
- Testing documentation
- Third party information and certificates
- Photos and video recordings of construction, structures, equipment, and more
Engineering Databases and Indexes
Engineering databases contain indexes on a wealth of information from fire and gas to pressure safety valves. They help with operating trends, necessary adjustments for facility operations, and investigations in the event of a problem.
Vendor Information
Vendor information provides details on training for equipment, proper installation, contact information, and maintenance procedures. These documents may include:
- Supplier information
- Equipment details
- Installation of equipment
- Mechanical information
- Certifications
- Inspection reports
- User manuals
Designs
Design documents detail the design of the plant while also verifying the different aspects of the design work with one another. Design documentation can outline:
- Design reports
- Process design basis
- Diagrams of cause and effect
- Circuit diagrams
- Load flow calculations
- Instrument drawings and diagrams
- Plots and layouts
- Structural information
- HVAC details
- Safety reports, drawings, and plans
Performance Test Data
Performance test data documents detail the final tests before the handover is completed. These documents contain the original scope of work, the test results, and more. They are also used in a presentation by the contractor to the owner.
Emergency Response Documents
Emergency response documents are a set of paperwork that clearly details what to do in the event of an emergency, emergency shutdown procedures, fire fighting equipment, safety equipment locations, and more.
Electronic Prepared Documentation and Project Delivery Documentation
These two documentation sets include all the drawings, technical, and compiled documents.are required to be in the form of a PDF and should work with the owner’s document management system (DMS).
It’s also important to note that only certain document formats are allowed for electronic files.
Final As-Built Documentation
This part of the handover covers any and all changes that have been updated in the final documents. As-built documents are the final set of documents necessary for a formal handover of the plant.
